Plan Check Engineer
Purpose
Under general supervision, plans, coordinates, reviews, supervises, and participates in the review of construction plans and structural calculations. The Plan Check Engineer is a Registered Professional Engineer, who performs the most difficult and complex structural plan reviews, and has the responsibility for planning, coordinating and supervising the plans checking operations of the Building Division. Performs complex review and examination of building construction, improvement, and repair plans and specifications for compliance with all applicable building codes, laws, rules and regulations. Provides supervision for the issuance of building permits and coordination of plans checking with other Permit Center Departments/Divisions and permit issuance activities. Performs on-site building inspections in conjunction with plans examining work and maintains plans examining records and performs related and other work as required all within the context of the City's Mission, Vision, Values Statement and a strong and progressive customer service orientation.

Equipment, Methods & Guidelines
Typically uses state, federal and local building codes, laws, rules and ordinances applicable to city planning, urban engineering and building construction such as the California Building Code, California Mechanical Code, California Plumbing Code, and California Electric Code; City policies and procedures; standards, practices, equipment and materials associated with the checking and examination of plans. Uses telephone, building engineering and design reference manuals, calculator and computer terminal.

Working Conditions
Work is conducted primarily in an office setting and at field construction sites as required. Some field assignments involve exposure to variable weather.

Physical Demands
Work emphasizes speech, hearing, vision, and dexterity; and to perform the duties required on construction sites: stoop, climb, crawl, balance, maneuver, walk and stand for long periods of time.

Supervisory Guidance Received/Given
Supervision received is characterized by general supervisory direction; receives general outline of work in terms of objectives rather than methods and selects from or adapts existing procedures; assignments require the regular use of discretion, resourcefulness, and independent judgment to provide primarily standard solutions to a wide range of building construction review problems techniques; work is reviewed upon completion for adequacy in meeting objectives. EXAMPLES OF DUTIES INCLUDE, BUT ARE NOT LIMITED TO:
1. Plans, coordinates, reviews, supervise, and participate in the review of construction plans and structural calculations for residential, commercial and industrial building construction and alterations.
2. Responsible for performing the most difficult and complex plan checks, including all that require a Registered Professional Engineer.
3. Investigate reports of structural problems on other assignments and makes recommendations to the Chief Building Official.
4. Reviews plans and administers systems and procedures to ensure that plans, structural calculations, energy calculations and specifications comply with all state, federal, and local building laws, rules, ordinances and regulations.
5. Provides supervision for the issuance of building permits and coordination of plan checking with other Permit Center Departments/Divisions and permit issuance activities.
6. Supervise Permit Center Staff including, but not limited to, assigning/monitoring workload and evaluation of quality and quantity of work performed.
7. Develops policies and standard operating procedures for Permit Center Activities.
8. Confers with architects, engineers, builders and homeowners to give and obtain information and interpret building codes and regulations; recommends necessary changes to obtain compliance with applicable codes and regulations.
9. Attends and participates in development plan review meetings to provide code related comments and guidance for future, current and past projects.
10. When required, make difficult on-site construction inspections to confirm that construction complies with approved plans and specifications.
11. Checks the stability of soils and footing systems in accordance with geological and soils reports.
12. Prepares correspondence to architects, engineers, contractors, property owners and others in conjunction with the correction of plans and engineering details, permit requirements, notices and other matters relating to the acceptance and approval of construction plans and permitting process.
13. Administers plan review contracts and coordinates the work of outside plan review consultants.
14. Manages, assigns and reviews quality of plan checks being completed by contract engineers and architects and Permit Center staff.
15. Advises inspectors on structural and other building related problems arising in the field during construction.
16. Investigates and completes recommendations for new and substitute construction materials and design practices. Informs Permit Center Staff of these recommendations.
17. Prepares and leads training sessions and seminars for Permit Center staff and others when required.
18. Prepares reports and statistical data relating to plans examining functions and permit issuance activities.
19. Promotes the City's Mission to make Concord a city of the highest quality by providing responsive, cost-effective, and innovative government services; understands and subscribes to the Vision and Values Statement adopted by the City.

Education/Experience
Any combination equivalent to experience and education that would likely provide the required knowledge and abilities would be qualifying. Generally, this will require:

Education: A Bachelor's Degree in architecture or civil, structural or architectural engineering, or a closely related design or engineering field. A Master's degree is highly desirable.

Experience: Four years of increasingly responsible plan check or plans examiner, or four years experience in the private sector providing building design or engineering services.
OTHER:
OTHER REQUIREMENT:
A California licensed architect or a California registered civil or structural engineer is required. Certification as a Plans Examiner from a nationally recognized certification entity is required at time of application or within 12 months of employment and is a condition of continued employment.

Applies engineering, project management, and communication skills while working as a team member to assure “cradle to grave” execution of assigned projects. Ensures a safe working environment by observing and enforcing company safety procedures and by exercising sound engineering judgment in design and construction of projects. Participates in the management of project budget. As the junior member of the team, the PE should be self reliant when possible but seek advice or confirmation when appropriate.

Specific duties/responsibilities/functions

10% Design Phase:

•Coordinates with Design Professional as well as GC to ensure a smooth design submittal process
•Generate, process & track RFI’s
•Prepares complete submittal drawings (floor plans, elevations, material specs, connection details, reinforcing details, general panel details)
•Obtain design approvals
•Design Temporary Connections and braces to assure stability of system during erection
•Creates:◦Reinforcement Drawings
◦Miscellaneous Metal Drawings

40% Production Phase:

•Provide complete shop drawings to facilitate production of projects including:◦Panel and/or Structural Element Drawings
◦Formwork Drawings
◦Form Change Studies
◦Birdseye Drawings
◦Stripping, Yard Handling studies

•Coordinate purchasing of all required materials & forms
•Design panels and elements for handling stresses. Design lifting hardware, loops, rigging, brackets, and inserts for stripping and handling forces
•Provide and maintain a Casting Schedule for each project
•Perform Quality Control checks of forms, rebar, embeds and finished panels to ensure construction conforms to the approved drawings. Perform post-pour checks to assure color, sandblast, and finish of panels conforms to the approved samples
•Check square footage against estimate
•Schedule start-up meeting w/ production

30% Erection Phase:

•Prepare Crane Studies, rigging diagrams, and the overall plan for the project.
•Prepare Erection Sequence, Load Lists and diagrams to facilitate timely loading and shipping to the project site
•Coordinate shipment and organization of misc metal and other items shipped to the field
•Coordinate field manpower requirements with Field Manager
•Coordinate Fall Protection Plan including: handrails, lifelines, tie-backs w/ safety dept.
•Observe and enforce company safety procedures
•Inspect welding, grouting, and installation of the precast system. For welding, patching, and grouting, complete the required documentation (Weld Books, Grout Books, and Patch Books)
•Facilitate erection of precast system and provide support for the Field Foreman
•Coordinate trucking during erection. Arrange for staging areas prior to erection
•Coordinate with the ongoing work of other trades
•Professionally represent the company in the field
•Coordinate with Calc. Dept to design As-Builts. Coordinate and follow through implementation and documentation of as-built modifications
•Coordinate patching and required documentation
•Identify problem areas on site and eliminate road blocks ahead of crews
•Design, procure, and test erection brackets
•Create and distribute Daily erection Report
•Ensure the patch book has been completed per procedures prior to requesting a patcher
•Follow through to project close out including punch list resolution

20% General Project Management:

•Fully understand the scope section of the contract and the precast specs.
•Develop and maintain the project schedule and/or task specific schedules as directed by supervisor
•Identify problem areas and windfall opportunities
•Ensure that check prints of all drawings has occurred as well as general checking of all important work
•Procure caulking sub prior to erection
•Ensures timely implementation of the Crane Contract and insurance verification prior to erection
•Coordinates with other trades that interface with precast scope such as windows, plumbing, electrical, window washing, etc.
•Coordinates submittals of welding procedures, grouting procedures, post-tensioning procedures, mix designs, precast samples, brick or stone veneer samples, caulking, water repellent, performance mockups, etc.
•Communicate regularly with all customer, both external and internal
•Answer RFI’s
